Captain Robert Cooper, a tough and tenacious military prosecutor, is responsible for the prosecution of 100 alleged Japanese war criminals. It seems that he has made these trials a personal vendetta which complicates matters during one trial, where the life of one anguished Japanese officer is sacrificed to imprison another of greater evil.
