Tropical depression Obet continues to move west toward the Luzon Strait and is “likely to pass over or [be] very close to Batanes” by Friday afternoon or evening, Oct. 21, according to the latest bulletin of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
