Environment groups say they're concerned the wrong waterallocation rules are being used in handing out licences in the NT in what they say amounts to "aquifer mining" and "dangerous decision making." Two licences using arid zone rules instead of the more conservativee Top End rules have been granted and it's feared more will follow, with the potential to impact some tourism draw cards.
