The Marijuana Opportunity Reinvestment and Expungement Act would decriminalize marijuana for manufacturers, distributors and anyone in possession of the plant.
It would also expunge previous convictions and impose a sales tax of up to 8% on cannabis products.

The tax funds would in turn go toward various programs to benefit individual communities.

House Speaker Nancy Pelosi called the
"landmark legislation" one of the most "important criminal justice reform bills in recent history.".
Currently, 37 states and Washington, D.C., have legalized medical marijuana.
18 states and D.C. have legalized cannabis recreationally.
NBC reports that in order to pass the Senate,
every Democrat and 10 Republicans need to vote
in favor of the legislation to reach a final vote
