The prevalence of shear line or tail-end of frontal system and the northeast monsoon or “amihan” may cause cloudy to, at times, rainy weather over northern Luzon in the next couple of hours, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Friday, Nov. 12.
