The northeast monsoon or “amihan” may bring cloudy conditions and rains over the northern part of Luzon, including some areas in Bicol, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday morning, Oct. 26.
