The southwest monsoon or “habagat” enhanced by severe tropical storm “Maring” (international name “Kompasu”) may bring rains over Metro Manila, Southern Luzon, and Western Visayas in the next 24 hours, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Tuesday, Oct. 12.
