Typhoon “Fabian” has slightly decelerated but continues to enhance the southwest monsoon or “habagat,” triggering light to moderate to at times heavy rains over several parts of the country, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) on Wednesday morning, July 21.
