This Mansly "starry sky bag" is actually a lipstick dispenser. To dispense the lipstick, you press the corresponding button on the top of the bag. You can also swap in the lipstick of your choice by depotting and repotting the lipsticks. The bag is available in three different colors on AliExpress for $15 and each bag comes with different shades of lipstick.
