Farmers in the vast agricultural plains of Punjab get to work in autumn burning the stubble from paddy, wheat, and other crops. This is a practice followed in many agricultural communities in India where the stubble of crops are intentionally burnt for faster preparation of the soil for the next batch of crops. This practice has been restricted because of pollution caused by the particles. This smog and particles are also a big contributor to the high levels of pollution in neighbouring cities like Delhi. Every year in Punjab, about 7 to 8 million metric tonnes of paddy residue is burnt openly. Toxic chemicals, which result in respiratory problems, are released in the atmosphere. Farmers burn the paddy stubble as it involves no cost. Burning fields also affects the quality of the soil, robbing it of vital nutrients. Crop residue burning was notified as an offence under the Air Act of 1981, the Code of Criminal Procedure, 1973 and various appropriate Acts. In addition, a penalty is being imposed on any offending farmer. Village and block-level administrative officials are being used for enforcement.
