Penang Chief Minister Lim Guan Eng on Wednesday announced the five proposed terms of reference for the state’s Commission of Inquiry (SCI) on the Tanjung Bungah landslide that killed 11 people on Oct 21. It will follow similar guidelines to two SCI formed in the past.
