In a bitter face-off, Delhi Lt Governor Najeeb Jung today appointed senior bureaucrat Shakuntala Gamlin as acting Chief Secretary of the city government notwithstanding strong reservations by the Kejriwal dispensation which termed the decision as "unconstitutional".
