MANILA - Malacañang has reminded Davao City Mayor Rodrigo Duterte to follow the rule of law after the mayor said he will kill rice smugglers in his city. Communications Secretary Sonny Coloma said there are legal ways to address the issue. Duterte made the threat after he received reports of rice smuggling at the Davao City port. The Commission on Human Rights had also called Duterte's attention following his threat but Duterte simply told the CHR to shut up. ANC DATELINE PHILIPPINES, January 14, 2014
