MANILA - Who is David Tan? Tan's name came up in one Senate hearing as a big-time rice smuggler. But the Justice Department said NBI agents have so far failed to identify or find Tan. The Customs bureau is also empty-handed. In his first press conference Tuesday, new Customs Commissioner Sunny Sevilla said the efforts against rice smuggling will not be hindered by their inability to arrest Tan.
