MANILA, Philippines – Typhoon Santi is already on the boundary of the Philippine Area of Responsibility (PAR) line, according to weather bureau PAGASA. Santi battered several provinces in Luzon, leaving at least 13 people dead and five others injured in its wake. The fatalities were from Nueva Ecija, Tarlac, Pampanga, Bulacan, Zambales and Aurora.
