MANILA -- Amid the controversy spawned by the Disbursement Acceleration Program (DAP), President Aquino said he is not inclined to give up funds for certain projects under the DAP and the Priority Development Assistance Fund (PDAF). In a briefing with Philippine media at the APEC Summit in Indonesia, Aquino explained programs such as scholarships and medical assistance should be given funding support. Aquino also justified the realignment of savings to fund projects under the DAP. He said savings can be allocated to projects already approved by Congress.
