MANILA – Former Transportation and Communications Secretary Leandro Mendoza has passed away. He was 67. The former DOTC and Philippine National Police (PNP) chief died before dawn on Monday, his son, Batangas 4th District Rep. Mark Llandro Mendoza confirmed. The younger Mendoza said his father passed away inside their home in Parañaque City.
