MANILA - Manila Mayor Joseph "Erap" Estrada maintains the city's new bus ordinance is legal. He said the new ordinance does not ban all buses from entering Manila but only the colorum buses that have no franchise nor terminals in the city. He added metro and inter-city buses can still enter Manila as long as they observe proper loading and unloading in designated areas.
