Former National Treasurer Leonor Briones said President Aquino should increase the budget for the Technical Education and Skills Development Authority, instead of the conditional cash transfer (CCT). In an interview on ANC's Headstart, Briones said TESDA only had a budget of P2.9 billion for 2013, compared to P44 billion for the CCT. Meanwhile, UP School of Economics professor Ernesto Pernia noted the President failed to mention anything on improving the investment climate, the pork barrel scam and extortion allegations against the MRT general manager, which recently hit the headlines.
