MANILA, Philippines - An expert believes the fertilizer plant explosion in Texas is purely an accident with no criminal or terror links. In an interview on Headstart, former FBI agent Stephen Cutler says the ammonium nitrate blast appears to be an industrial accident with no connection to the blasts in Boston. He said that while the blast coincides with the anniversary of the 1993 Waco, Texas massacre in the same area, there is no evidence that points to a connection. He noted that first responders such as firefighters and emergency personnel were among the casualties after the fire got out of control. "The explosion in Texas, from what we know so far, was not criminal at all. It was not terrorist-related. It appears to be, at least at this point, another industrial accident. Ammonium nitrate is a really volatile substance. It's a difficult substance to deal with. In fact, it is so difficult to deal with that it is often used to make improvised explosives. It is that combustible," he said. "The evidence that has come up so far is that there is no connection [to the Boston bombing]. It is a very safe thing to say. It appears a tragic but purely industrial accident at this time," he added. He said that in 1947, Texas City had a similar ammonium nitrate explosion that killed over 500 people at an ocean loading facility. ANC Headstart, April 19, 2013
