26/11 mastermind Hafiz Saeed and Jaish-e-Mohammad (JeM) chief Masood Azhar are likely to be the first individuals to be designated as 'terrorists' under the amended Unlawful Activities (Prevention) Act. Both the globally designated terrorists are based in Pakistan and carrying out terror activities from the country’s soil. The amended act will soon come into force, aligning India with international obligations mandated by the UNSC obligations.
