Deputy Minister of International Trade and Investment Ong Kian Ming said that Harapan found it difficult to implement many of their promises when they formed the government last year due to several reasons.

He said there some budgetary problems and admitted that there were certain promises, including on the PTPTN loan deferment, which was made without having a full picture of their feasibility.

He was speaking at the launch of Institute of Democracy and Economic Affairs' (Ideas) second bi-annual Projek Pantau report card in Kuala Lumpur today.
