President Moon Jae-in also mentioned South Korea's increasingly sour ties with Japan.
He said both countries should recognize the past, but also look forward.
The president said it would require wisdom from both sides.
"The Korea-Japan issue is extremely important and it should develop in a future-oriented way. Both countries need to pool their wisdom to make this happen."
He added it would be a "good thing" to hold one-on-one talks with Japanese Prime Minister Shinzo Abe next month on the sidelines of the G20 Summit in Osaka.
