The United States plans to provide government funding to address the dire human rights situation in North Korea.... and also to let more outside information flow into the regime.
Voice of America reported that,... the U.S. State Department is going to fund two to five projects to the tune of five million U.S. dollars.
One-and-a-half million will be set aside for projects that record North Korea's human rights abuses through an online database or reports.
The rest will be for helping outside information to get into the North... through, for example, radio broadcasts and contents that appeal to ordinary North Koreans.
