It is Ninomiya Takanori, a farmer / thinker.
In Japan it is popular for the nickname Kinjiro.

Kinjiro was born in 1787

He had a hard time experiencing his parents' death and living apart from his brothers in his childhood.

However, Kinjiro worked very hard from morning till night,
He studied without wasting time.

Kinjiro became an adult
He dedicated his life for the world

Odawara's fiscal reconstruction,
He got a lot of accomplishments including saving 600 villages suffering from starvation.
