Self-styled Khap panchayats continue with their regressive talibani diktats, this time in Chhattarpur area of Madhya Pradesh. A group of elders here have ruled that young, unmarried girls are forbidden from carrying mobile phones. Violation of the rule carries a fine of 5,000 rupees or up to 12 years of social ostracization. Amid the wave of anger from locals, the administration has termed the ruling a local matter, with which it cannot interfere.
