The Odisha government giving in to the Naxals' demands has done no good to India's perception as a soft state. Past experiences have shown, succumbing to pressure can be counterproductive. Union Minister Mufti Md Saeed's daughter Rubaiya was kidnapped by a Kashmiri militant group in 1989, and released only after the government freed five members of the JKLF. The following years saw kidnappings and killings rise in the Kashmir valley. In the Kandahar hijacking of 1999, the government gave in to the demand to release Maulana Masood Azhar. He found a safe heaven in Pakistan and raised the militant group Jaish-e-Mohammad that has repeatedly struck India.
