The telecom department will unveil a draft of the new telecom policy on Monday, which may make roaming free and allow one mobile number to be used anywhere in the country in case subscribers change their residential address from one state to another. The new policy is also likely to give more powers to the telecom regulator Trai. The announcement of the new telecom policy has assumed significance in view of allegations of corruption against the way the licences for 2G were given in 2008 under the old policy.
