The decision of setting up a helpline was taken after the brutal gangrape of a 23-year-old paramedical student took place.

Earlier, Telecom Ministry had allotted 167 as the helpline number, but it was difficult to memorise, so the Ministry accepted the request for a number that would be easier to recollect hence it was changed to 181.
