UN grants sanctions exemption for groundbreaking ceremony for inter-Korean rail, road project

The UN Security Council has granted a sanctions waiver to enable Seoul and Pyeongyang to hold a groundbreaking ceremony for their project to modernize and re-connect roads and railways across the border this week... according to a government official.
The largely symbolic event is set to be held on Wednesday at Panmun Station in the North's border town of Kaesong.
A foreign ministry official explained, consultations over the groundbreaking ceremony with the council's North Korea sanctions committee were wrapped up Monday, New York time.
The ceremony itself is not subject to sanctions, but the waiver was needed for the train that South Korean officials are planning to take, as well as for other materials necessary for the event, to enter the North.
Seoul earlier set aside around 618 thousand dollars to hold the event, which will be attended by some 100 people from each side.
