According to Reuters.com, "Mikhail Gorbachev, the last Soviet leader, denounced on Friday a U.S. decision to leave an arms control treaty that helped end the Cold War, saying it heralded a new arms race which increased the risk of nuclear conflict." On December 8th 1987, Soviet President Mikhail Gorbachev and U.S. President Ronald Reagan signed the Intermediate-Range Nuclear Forces treaty at the White House.
