British Prime Minister Theresa May addressed parliament on Monday and said it is "highly likely" that Moscow is responsible for the poisoning of a former Russian double agent. She said that, unless Russia provides a credible response, Britain will consider the attack an "unlawful use of force" by Russia against the United Kingdom.
