NSA Doval clarifies his remark. Speaking to NewsX, he has denied making any reference to Section 35-A. Doval has gone on to add that what he meant was that different states had different laws or organisations. Earlier it was reported that the NSA had said that having a separate constitution for Jammu and Kashmir was probably an aberration. Remember the Supreme Court is hearing pleas challenging the constitutional validity of Article 35-A of the Constitution, which provides special rights and privileges to permanent residents of the state of Jammu and Kashmir.
