Russia is denying bringing North Korean laborers into their country. The Wall Street Journal reported that Russia is not only allowing laborers into the country, But that they are also granting new work permits for thousands of these North Korean workers. According to Reuters, the country says they have not violated U.N. sanctions. Russia says these new permits are simply for workers already in the country with old contracts.
