South Korea's National Assembly has passed two highly contested bills -- the extra budget... and a bill that calls for a special probe into an online opinion rigging scandal.
It's long overdue... as rival parties were at loggerheads over the specifics of the bills -- with plenary sessions rescheduled twice over the weekend.

Min-ji, finally we've got some positive news coming out of parliament today

Yes,... the National Assembly got some work done.
Rival lawmakers this morning passed the government's extra budget as well as the bill that calls for a special probe into an online opinion rigging scandal.
The votes were supposed to take place last Friday,... but were called off as rival parties were bickering over the specifics of the extra budget bill.
The parties had agreed to vote on both issues at the same time,... as part of a deal to end the 42 days of inactivity.
The revised extra budget bill is roughly 20 million dollars less than the initial government proposal -- after some areas were cut, and others expanded.
The passage comes over 40 days after the government submitted its proposal in early April... and marks the second supplementary budget under the Moon Jae-in administration.
It will mostly be used to tackle the youth unemployment problem,... as well as breathe life into ailing regions hit by corporate restructuring.

In regards to the special probe bill -- there'll be a preparation period of 20 days... while the actual probe itself will last for 60 days,... with a possible one-time extension of 30 days.
As for the independent counsel that will lead the probe,... the Korean Bar Association will recommend four candidates -- of which the opposition bloc will select two -- while the final pick will be made by the president.
On the team will be also be three assistants to the independent counsel and 13 prosecutors.
To give you a recap of the opinion rigging scandal -- it revolves around a blogger with alleged ties with a former ruling party lawmaker -- who reportedly used a computer program to manipulate internet comments on political news articles... with growing speculation the blogger may also have been engaged in rigging activities in the run up to last year's presidential election.
It's the first independent counsel probe under the current government... and the investigation will likely be launched after the local elections on June 13th.

Now that rival parties have managed to get over this hurdle... there's hope that other pending legislative affairs will get moving again... as lawmakers still have a stack of items to work through... that were put on hold during the six weeks of standstill.
