The Monroe County Sheriff's Office in Pennsylvania issued an arrest warrant to the groundhog for deception, since winter has continued for more than the six weeks like he predicted. The Punxsutawney Groundhog Club said on Phil's behalf that the warrant should be for mother nature, not the messenger.
