Gov't proposal for constitutional revision puts emphasis on decentralization

We start at the top office.
The Presidential Office of Cheong Wa Dae has been disclosing the second part of its detailed summary of the government-proposed bill on revising South Korea's Constitution.
This time it mostly concerns the decentralization of power.
Let's take a look at what the top office is proposing.


"The provinces are the future of South Korea.... Reinforcing decentralization is not a matter of Seoul versus local governments, nor is it a matter of efficiency versus fairness."

Stressing the need for strong local governments, the Blue House stipulated three main points that the nation will strive for,... an innovation-based boost in local government power, increased participation opportunities for residents, and the swift implementation of local decentralization clauses.
The bill also includes clauses that promote economic democratization to tackle economic inequality and unfairness.
The Blue House will reveal the third and final part of its proposal on Thursday.
It will be on the rights and privileges of constitutional institutions, including the form of government,... before it's submitted to the National Assembly on March 26th.
The government is pushing to hold a referendum on a constitutional revision bill on the same day as local elections in mid-June.
