West Virginia Lawmakers Reach Tentative Deal to End Teachers' Strike Jim Justice, the governor of West Virginia, said that he and Senate Republicans agreed to give the teachers a five percent raise. All of West Virginia's public school teachers have been involved in the nine-day strike. The governor and union leaders had reached a deal for the five percent raise last week but the state's Senate refused to budge from four percent.
