Homes and shelters were flooded and the largest oil refinery in the U.S. was shut down after heavy rains flooded Port Arthur, east of Houston, overnight Tuesday.

Harvey continues to pour torrential rainfall over Texas. Tuesday night the rain hit Port Arthur where people are being evacuated from shelters that were supposed to protect them.
