Charges pursued against teens who laughed and filmed drowning man

COCOA, FLORIDA — Charges are being pursued against a group of teens who filmed a man drowning in a pond by his family house, and did nothing to help. The teens can be heard laughing in the background of footage of the drowning.

On the afternoon of July 9, Jamel Dunn, 31, had reportedly gotten into an argument with his mother and fiancee, and walked out to the pond. According to the Cocoa Police Department, five teens were smoking weed nearby, when they caught sight of Dunn in peril. As they watched Dunn try to keep his head above water, they laughed and mocked the struggling man, yelling out that they were not going to help him.

Once Dunn sank and did not return to the surface, one of the teens said "He dead." They uploaded video of the death to YouTube, but did not call police. Dunn's family reported him missing on July 12, and his body was discovered on July 14.

According to CNN, the police chief is recommending the state attorney enforce a Florida statute which states civilians have a duty to report a known death to the district medical examiner. The crime constitutes as a misdemeanor charge. There is no law in Florida that requires people to assist in any way when witnessing someone in distress.
