When honey bee hives get too many bees, half the hive leaves with the queen and finds a new place to form a hive. This is how bee populations grow and spread out to new areas. This typically happens most often in the spring season, so if you see a bunch of bees in one spot, just leave them alone. They're only waiting for scout bees to return and inform them of a new place to call home.
