The EU border agency says the flow of refugees from Turkey has slowed since spring, when Brussels and Ankara struck their controversial migrant deal.

Turkish citizens were promised visa-free travel to Europe, in exchange for handling the influx.

That's why Turkey's latest initiative to grant citizenship to Syrian refugees could cause some confusion in Brussels.
