At least 10 people were killed in an explosion near Herat Great Mosque on June 6, Al Jazeera reported.
A police spokesman said the bomb was planted in a rickshaw that detonated near the 12th-century mosque.
A spokesman for the Taliban told Al Jazeera that the group was not involved in the attack, and no other group has claimed responsibility.
The attack follows a bombing in Kabul on May 31 that killed at least 150 people, and another on June 3, that killed at least 20.
