Next location at the Viathan Lake, Kessex Hills.
In this video first let's dive underwater and find the underwater combat enemies (Current: LV.22) but be careful with fish, sharks, etc. then if zero HP said "Swim to the surface" hurry up but enemies still HP if zero HP again will now drowned (Drowning) and Return to the waypoint to last selected location.
