Talks in Syria, brokered by Russia and Turkey, concluded with a cease-fire agreement, in hopes of ending the six-year civil war in Syria. Representatives of the Syrian opposition plan to take part in United Nations-led talks in Geneva on Feb. 8, according to officials. While the cease-fire was formally put in place, fighting still continues near the capital Damascus. The talks were set back on Monday, after opposition forces refused to talk to government representatives face-to-face. The opposition opted to conduct negotiations in separate rooms through mediators.
