A high-level international meeting on the crisis in Syria breaks up without agreement on a way to revive a collapsed US and Russian-brokered truce. US Secretary of State John Kerry says his Russian counterpart has not been able to promise to ground Syria's bombers and to halt the bombardment of its cities and that the only way to revive the ceasefire agreement is if "Russia demonstrates that it is serious."
