The U.S. Department of Justice has opened an investigation into the police shooting of Terence Crutcher in Tulsa, Okla. Crutcher, 40 years old, was shot Friday evening by Betty Shelby, a Tulsa police officer who was responding to a 911 call of an abandoned vehicle blocking a road. Tulsa Police Chief Chuck Jordan said Crutcher was unarmed and didn't have a weapon in his vehicle. The Justice Department is separately investigating whether a civil-rights violation occurred.
