On Sunday afternoon, police in Glendale, Arizona responded to a call about a puppy that was on a 3rd floor balcony and appeared to be in distress.

When officers arrived, they couldn’t access the small Labrador, so they called the Glendale Fire Department for assistance. 
According to KSAZ, by the time that help arrived, the dog had died. 
The Arizona Humane Society is conducting a necropsy, and the Glendale Police Department has launched an investigation, notes The Arizona Republic. 
If the owner of the dog is found responsible, animal cruelty charges may be filed. 
A neighbor who witnessed the puppy’s final excruciating moments said she hopes, “…these people are held to the fullest extent of the law…”
