HONG KONG — Members of Hong Kong's political party Demosistō, led by famous student activist Joshua Wong, tried to stop visiting Standing Committee of National People's Congress Chairman Zhang Dejiang's motorcade in the territory on Thursday.

The video shared by Demosistō shows Joshua Wong and Nathan Law, another prominent student activist and other protesters chanted slogans and held banners with "self-determination" when they chased Zhang's car on the road.

However, police quickly stopped them before they could get close to Zhang. Some protesters were pinned to the ground, while others were dragged onto the pavement.

"I'm a bit injured," Joshua Wong told TIME, "but we showed Zhang our message — we want to demand self-determination in Hong Kong and an end to one-party rule in China."

Wong, Law and other protesters were later charged with disorderly conduct and resisting or obstructing public officers.

Zhang is the most senior Chinese official to have visited the territory since the 2014 Umbrella Revolution. He came to attend a forum on the Silk Road Economic Belt, or else known as One Belt, One Road, a trade initiative proposed by Chinese president Xi Jinping.

Many locals blame Zhang for covering up the SARS outbreak in Guangdong during his tenure as the party chief of the province, which led to the disease to spread to Hong Kong and eventually claiming 774 lives worldwide.

Ironically, Zhang reminisced about working with Hong Kong authorities to combat the fatal SARS outbreak. The disease led to 299 deaths in the territory, the highest death toll in any single city.

"Had he not covered up the outbreak, it wouldn't have killed so many people here," Nathan Law told the New York Times. "He has blood on his hands."

Before his departure, Zhang even left the territory with a scary warning: "if Hong Kong does well, everyone does well. But if Hong Kong is chaotic, everyone will have to foot the bill. Who'll pay the bill for you?"
