A homeless man from San Francisco who helped police catch two escaped inmates received a hefty reward. Matthew Hay-Chapman was awarded $100,000 for pointing police toward the Orange County inmates who had escaped from jail on January 22nd. Veuer's Carly Figueroa has more.
